On the ballot in our upcoming municipal election is a non-binding question on Saanich and Victoria amalgamating. The same non-binding question will also be on the Victoria municipal ballot.
“Do you support Saanich and Victoria becoming one municipality?”
The original intent was that there would be a binding referendum to be voted on by both municipalities. This came out of the Victoria-Saanich Citizens’ Assembly.
However, the BC Ministry of Housing and Municipal Affairs did not authorize a binding referendum because they felt the process lacked sufficient detailed analysis. Specifically in the areas of incomplete financial data, transition concerns, potential service impacts, and a lack of enough consultation with First Nations.
So, why have a non-binding referendum? First and foremost as a public opinion check to ensure that there is still enough support amongst voters for the process to move ahead. If more than 50% of voters in each municipality vote to yes, then this gives a mandate to each Council to move ahead with detailed work required to pursue amalgamation.
