Panama Flats – Bird & Nature Sanctuary

During the Committee of the Whole meeting on January 12, 2026 – Saanich Council voted to establish Panama Flats as a bird and nature sanctuary.

To better steward this decision, Council is looking to revise its Animals Bylaw to prohibit dogs in most of the park, other than some on-leash-only trails. There would also be at least one designated leash-optional enclosure on the north side of the park and possibly another at the south end.

This is a change from the original plan that residents provided feedback on – to have an off-leash trail along the Colquitz River. Councillors speaking on this issue say on-leash requirements align better with the bird sanctuary designation and could be a lower-cost solution to protecting sensitive wildlife areas in the Flats.

Councillor Harper said a clear rule for the park will allow people to abide by the rule – something that Councillor Teale Phelps-Bondaroff said can be tricky when leash rules vary on different trails, such as in PKOLS.
 
Phelps-Bondaroff said he visited PKOLS prior to the issue being discussed at the Council table and noticed people weren’t following the leash requirements in areas where trails transitioned from off-leash to on-leash, saying “the reason was because it was unclear.”

Lambrick Park Campus Renewal Project

Have you heard that there’s a Lambrick Park Renewal Project?
 
While not in our neighbourhood, we do know that many people use the facilities at Lambrick Park (like the Gordon Head Rec Centre).
 
Planning started earlier this year and Saanich is looking for public input focusing on long term visions, goals, and needs for the site.
 
Saanich Parks, Recreation & Community Services is leading this work, Lambrick Park and the Gordon Head Rec Centre draws community members from a wide geographical area Saanich is look for input from the broader community.

Cedar Hill Rec Centre and Covid

The District of Saanich closed all Rec. Centres including Cedar Hill Arts and Rec Centre as announced on the Saanich website on March 23rd, 2020 to reduce the transmission of Coronavirus. More recently, people walking in the Park will have noticed closure of all access to the building and parking lot including the lower pedestrian bridge. One can still walk past the back of the Rec Centre on the Chip Trail.

As reported in Saanich News on April 8th, Island Health has taken over the CH Rec Centre as an ‘assessment clinic’ for people who have been referred by Island Health “for people who have more mild COVID symptoms but are not sick enough to attend the emergency department”. The facility is one of a number of assessment clinics in Victoria that operate as referral-only facilities. Cedar Hill Park Management Plan being finalized

The community had until March 11 to provide any further input and feedback to the most recent draft of the Cedar Hill Park Management Plan before it is finalized and goes forward to Council.  This plan has been several years in the making and will inform actions in the Park over the next 20 years.  Even if you did not have time to submit your thoughts, you will still have an opportunity to speak to Council when the Plan is presented.  We will be advising you of the date as soon as we are made aware.  QCHCA submitted a response to Parks on the Plan.
