A Special Council Meeting is planned for February 11, 2025, for a Quadra McKenzie Plan Check-in with Council and presentation of the Phase 3 Community and Stakeholder Engagement Summary. The report will outline land use, transportation, and process options for advancing the Draft Quadra McKenzie Plan. The Special Council meeting agenda and report will be available online on THURSDAY, FEB. 6 on the Council Meeting Schedule page. Saanich seeking your input – survey open until Jan 12
Citizen and business surveys
Saanich conducts the citizen and business surveys every four years following the start of a new council term. Survey questions cover topics such as municipal service delivery, safety and quality of life in Saanich, value for taxes and Council decision making among others. Every two years, residents are also invited to complete a pulse check survey in between the larger surveys.

Letter from Abstract Developments re recent fire
Dear neighbour,
As a member of your local community we wanted to reach out and share what information we have been able to share to date with other stakeholders about our 3839 Quadra project.
As you know, we had a very unfortunate incident at our Cadence project at 3839 Quadra St. with a fire breaking out in the early morning of Wednesday Nov 20th.
Our team is actively cooperating with all relevant parties to stabilize the situation and gather more information, but it is still too early to determine the extent of the impact or the cause of the fire.
We are devastated by the event and our thoughts are with everyone affected especially our neighbours in the community who have endured disruption and uncertainty that it has caused.
Thank you for your understanding and patience as we navigate this complicated situation.

Surveys, open houses and online opportunities to react to draft Quadra McKenzie Study
The Draft Quadra McKenzie Plan is now available for review and is a key document that will inform the shape and nature of our community in the foreseeable future. This Plan will guide change over the next 20 years. Key items include:
- Identifying the location of new housing options
- Designing corridors to support sustainable transportation
- Providing walkable access to community amenities and services
- Identifying how the redevelopment of major sites can contribute to the area

A pollinator garden is taking shape on Astoria
In early October, work on two pollinator-friendly gardens began on the boulevards on the north and south side of Astoria at Willerton. The project is being led by Susan Morrow, a member of QCHCA’s Climate Action group. The photos are from our first work party building up soil for planting. Two methods were used. In one, we laid a thick layer of cardboard and damped it down. This was followed by a layer of alfalfa and a layer of straw, then strewn with blood and bone meal before being covered with a layer of good top soil. The other method starts with a layer of heavy cardboard, wetted down and then covered with several inches of leaf mulch before the top soil is applied. We have information sheets available on how this is done – email us at qchca3003@gmail.com. We will sow some seeds in each bed in the fall but you there won’t be much to see until spring!
Quadra Cedar Hill Community Association’s Climate Action group has been working on a pollinator initiative over the past couple of years, beginning with a pollinator walk and talk. This was followed by three events, supported by UVic students from a Geography 380 class, who helped teach us how to use Open Green Map to indicate where pollinator-friendly plants and trees were in our neighbourhood, ideally indigenous ones as they support the pollinators – bees, butterflies, wasps, moths, beetles, birds and bats – that live in or pass through our area.

Open house re pickleball and tennis in outdoor parks
News from Saanich’s website:Saanich’s website goes on to say, “Like other jurisdictions in the Greater Victoria area, Saanich has been challenged with balancing the growing demand for pickleball facilities with the many other individuals and organizations using our parks system. Pickleball has particular challenges, most notably the associated noise level, that make it particularly difficult to accommodate outdoors.
Saanich recently collaborated with Victoria, Esquimalt and Oak Bay to fund a study to analyse the demands and challenges of pickleball, and learn how to best manage the sport. The Pickleball Strategy for Victoria, Saanich, Oak Bay and Esquimalt is now complete and may be seen in its entirety here: Regional Pickleball Strategy. Saanich considered the report while developing plans to manage the sport in the coming years.”
All candidates meeting Sept. 24, 7-9 pm
The next provincial election will be on October 19th. To provide an opportunity for citizens to meet and learn more about the three candidates running for office in our Victoria Swan Lake area, QCHCA will be hosting an all candidates meeting on Tuesday September 24th from 7 to 9 pm. Everyone is welcome to attend this free event. QCHCA President Susan Haddon and Past President John Schmuck will be the moderators.
The event will take place in the theatre at Reynolds Secondary School, 3963 Borden St. Parking is available at the south or north end of the school. The closest entrance to the theatre is at the south end. Members of QCHCA are welcome to submit their questions in advance by Sept. 19.
